This was written in psp 8 but should work in any version.
For this tutorial you will need:

Paint Shop Pro

Plugins
Mura's Meister -> Clouds

Crop Circle Dingbats

Tube and Font of your choice

This tutorial assumes you have a working knowledge of your psp program and working with layers.

Remember to save often.

You can use this arrow to help you keep your place =)

Open a new canvas 500 x 500 pixels; 72ppi; transparent background.

Rename the first layer as 'background'
Add a new raster layer.
Rename layer as 'back spark'.
Flood fill with a bright/dark color from your tube.
I used #CC2566
'effects' -> 'mura meister' -> 'clouds' -> 'spark'
change 'light' to #FFFFFF; 'FG' to a light color from your tube (I used #ECB0CA); 'BG' to #000000

Lower 'opacity' to 10%-15%
'layers' -> 'merge' -> 'merge down'

Open Crop Circle Dingbats and minimise.
Select your text tool and select the crop circle dingbats font that came with this tut.
Foreground=#000000; background=null; 'anti-alias'=checked;
'create as vector'=checked; 'size'=400; 'line width'=4
Type a captial letter "O".
Move this to near the top left of your canvas.
Convert to raster layer.
Rename this layer 'outline'

Copy and Paste your chosen tube as 'new layer'.
Move to the lower right of your canvas.
Rename layer as 'tube'
Duplicate 1 time
Rename 'copy of tube' as 'tube small'
Make sure 'tube small' is active and resize so that it will fit into the main part of the ding.
I used 80%, Resize all layers=OFF; smart size.
Drag 'tube small' below your 'outline' layer.
Use your 'move tool' to place it within the ding.
If some is outside the ding - do not worry at this point.
'X' out 'tube small'

Make 'tube' your active layer.
Use your selection tool draw around a part of your tube, slightly bigger than the circles around the edge of your ding.

'selections' -> 'promote selection to layer'
'X' out your 'tube' layer.
Drag the 'promoted selection' layer below your 'outline' layer.
Duplicate 2 times (total 3 layers) and arrange them under the circles round the out side of the ding
- refer to my tag for placement.
Merge these 3 layers ('layers' -> 'merge' -> 'merge down' on the two copied layers)
Rename layer as 'circles 1'
make 'outline' your active layer
Using your 'magic wand' mode set to 'add' click inside the 3 circles you have placed the image under.
'selections' -> 'modify' -> 'expand' -> expand by 2 pixels
'selections' -> 'invert' (Shift:Ctrl:I)
Make the 'circles 1' layer active and hit delete.
Deselect.
Repeat this with a different selected area from your tube and the remaining 3 circles on the outside of the ding.
This time rename as 'circles 2'

Add a new raster layer.
Rename layer as 'ding spark'
Drag it below your 'tube small' layer.
Make 'outline' your active layer.
Using your 'magic wand' click inside the main part of the ding.
'selections' -> 'modify' -> 'expand' -> expand by 2 pixels
Make 'ding spark' the active layer and flood fill selection with a lighter color from your tube.
I used #ECB0CA
Do not deselct.

'effects' -> 'mura meister' -> 'clouds' -> 'spark'
Use the same settings as before, but if you click and unclick 'source base' a couple times it will change the appearance (kind of like random seed)
'selections' -> 'invert' (Shift:Ctrl:I)
Un'X' 'tube small' and make it your active layer.
Hit delete on your keyboard - this will remove any of the tube showing outside your ding.
Change the 'blend mode' to 'overlay'.
[note with some colors such as yellow this doesn't work too well]
Duplicate 1 time.

'X' out your 'background' and 'tube' layers.
'layers' -> 'merge' -> 'merge visible'
Add a drop shadow to this merged layer.
I used V=-3; H=3; O=50; B=5; color=#000000
un'X' 'background' and 'tube'.
Give your tube a drop shadow also - I used the same as before.

With 'tube' as your active layer, add a new raster layer.
Rename as 'mask'
Flood fill with #FFFFFF
'layers' -> 'load/save mask' -> 'load mask from disk'
Settings as shown - mask 168 comes with PSP.
If you are missing it you can find it here.

'layers' -> 'merge' -> 'merge group'

Add your copyright info, license, watermark, etc on a new layer
The copy right symbol is created by holding alt and pressing 0169 on the number pad.
Convert to raster layer
Rename this layer 'copyright'
I use pixelette size 6 stroke and anti alias OFF
Add your name on a new layer.
Convert to raster layer
Rename this layer 'name'
I used: Scribe size=72 stroke=1; foregorund=#CC2566; background=#FFFFFF
I added a drop shadow as above.
That's it!

I'd love to see your creations, you make from this tut, so send them to me HERE, remove the [nospam]
and I will display them in my gallery.
Remember to be copyright safe.

Here is another version using the art of Jamie Kidd
