This was written in psp 8 but should work in any version.
For this tutorial you will need:

Paint Shop Pro
Animation Shop

Plugins
DSB Flux -> Bright Noise

Supplies
created by Kia

Image and Font of your choice



This tutorial assumes you have a working knowledge of your psp program and working with layers.

Remember to save often.

You can use this arrow to help you keep your place =)


Open a new canvas 500 x 500 pixels; 72ppi; transparent background.



Open up your image.
Pick a mid/dark color from your image as your foreground. I used: #CE9198
Pick a mid/light color from your image as your background. I used: #F9EBE2
Minimise your image.



Set your foreground to gradient foreground/background as shown below



Flood fill your canvas with the gradient.

Effects -> Texture Effects -> Blinds -> settings as shown.



Rename layer 'Blinds'.



Copy and Paste your image as a new layer.
Resize if required; 'resize all layers' OFF; 'smart size'. Aim to fill the canvas if possible.
Duplicate.
Rename layers as 'image bottom' and 'image top'.
Make 'image bottom' your active layer.
Reduce opacity to 30% and change the blend mode to 'Luminance'.





Make 'image top' your active layer.
Resize 60%; 'resize all layers' OFF; 'smart size'.
I left the image centred, you can move it to suit your tag.
Selections -> Select All (Ctrl:A)
Selections -> Float (Ctrl:F)
Selections -> Defloat (Shift:Ctrl:F)
Selections -> Modify -> Contract -> 2 pixels
Selections -> Invert (Shift:Ctrl:I)
Using your 'Magic Wand' hold down Ctrl and click in the blank space around the active image.



Selections -> Modify -> Expand -> 1 pixel
Add a new raster layer - rename it 'Frame'.
Make 'Frame' the active layer.
Flood fill the selection with your gradient.
I changed the angle=315; repeat=1.
Deselect.



Make 'image top' your active layer.
Add a drop shadow.
I used: V=0; H=0; O=75; B=10; color=#000000



Open the elements supplied.
Copy and paste 'corners' (as new layer) - arrange to your liking.
Rename as 'corners'.
Copy and paste 'boxes' (as a new layer) - arrange to your liking.
Rename as 'boxes'.
Add a new raster layer.
Rename it 'squares' and drag it below your 'boxes' layer.
Make 'boxes' your active layer.
With your 'Magic Wand' set to Tolerance=30; Mode=Add click inside each box.
Make 'squares' your active layer.
Selections -> Modify -> Expand -> 3 pixels
Flood fill with your gradient.
I changed the angle=45; repeat=7.



Add a drop shadow to your 'boxes' and 'corners' layers.
I used V=1; H=1; O=50; B=10; color=#000000

Add your copyright info, license, watermark, etc on a new layer
The copy right symbol is created by holding alt and pressing 0169 on the number pad.
Convert to raster layer; Rename this layer 'copyright'
I use pixelette size 6 stroke and anti alias OFF
Add your name on a new layer.
Convert to raster layer; Rename this layer 'name'
I used: Velvet Script; size=48; Bold; Stroke=1; Foreground=#CE9198; Background=#753B42
I applied a drop shadow using I used V=3; H=3; O=50; B=5; color=#753B42

If you do not wish to animate you are done.



OK time for the animation!

Duplicate 'squares' 2 times (total of 3 layers).
Rename these as 'squares 1' 'squares 2' 'squares 3'
Make 'squares 1' active.
Effects -> Plugins -> DSB Flux -> Bright Noise.
(You could use Adjust -> Add/Remove Noise -> Add Noise if you dont have DSB Flux.)
Intensity=25; click 'mix' once.
Make 'squares 2' active.
Apply Bright noise again, but this time click 'mix' 2 times.
Make 'squares 3' active.
Apply Bright noise again, but this time click 'mix' 3 times.
'X' out 'squares 2' and 'squares 3'.



Open up animation shop {AS}
In PSP right click your tag and select 'copy merged' (Shft:Ctrl:C)
Go to AS and right click on the blank screen -> paste as new animation (Ctrl:V)
Back in PSP 'X' out 'squares 1' and un'X' 'squares 2'
Right click your tag and select 'copy merged' (Shft:Ctrl:C)
Go to AS and right click on the frame there -> paste after current frame (Shift:Ctrl:L)
Back in PSP 'X' out 'squares 2' and un'X' 'squares 3'
Right click your tag and select 'copy merged' (Shft:Ctrl:C)
Go to AS and right click on the frame there -> paste after current frame (Shift:Ctrl:L)



For this tag we will leave each frame at the default of 10/100th second.
To view your animation click on this icon



'file' -> 'save' (or hit the save icon) and save as '.gif'



These are my settings in AS (Customise)
Note: this tag does not have any transparency



 

Click 'OK' -> 'Next' -> 'Next' -> 'Next' -> 'Finish'
