This was written in psp 8 but should work in any version.
For this tutorial you will need:

Paint Shop Pro

Plugins
Flaming Pear -> Flood
Xenofex 2 -> Constellation (optional)

Supplies
created by Kia

Tube and Font of your choice



This tutorial assumes you have a working knowledge of your psp program and working with layers.

Remember to save often.

Install the kia-swirl00 brush into your brushes folder - see here
Place the kia-swirlfill, kia-swirlborder01 and kia-swirlborder02 selections into your selections folder - see here
Place the Preset_InnerBevel_kia-swirlborders preset into your presets folder - see here



Open a new canvas 450 x 600 pixels; 72ppi; transparent background.



Flood fill your canvas with black.
Rename this layer 'background'.



Open up your tube.
Pick a bright color from your tube as your foreground. I used: #0D35B9
Set your background color to #808080
Minimise your tube.
Add a new raster layer.
With your paint brush tool, select the kia-swirl00 brush with the settings shown.






With Raster 1 active "stamp" your brush onto the canvas, just above center, with your foreground color.
Add a new raster layer.
With Raster 2 active "stamp" your brush onto the canvas, just below center, with your background color.
Change the Blend Mode to Luminance (Legacy).
Layers -> Merge -> Merge down.
Rename this layer 'swirls'.
Your canvas should now look somewhat like this






Make sure 'swirls' is the active layer.
Effects -> Image Effects -> Seamless Tiling -> settings as shown






Add a new raster layer.
Rename this layer 'outer frame'.
Selections -> Load/Save Selection -> Load From Disk -> kia-swirlborder01.
Flood fill with your bright color.
Effects -> 3D Effects -> Inner Bevel -> use the kia-swirlborders preset.
Selections -> Select None (Ctrl:D).



Add a new raster layer.
Rename this layer 'flood'.
Selections -> Load/Save Selection -> Load From Disk -> kia-swirlfill.
Flood fill selection with your bright color.
Effects -> Plugins -> Flaming Pear -> Flood -> use the Blue Lagoon preset.
Change the Blend Mode of this layer to Screen.
Selections -> Select None (Ctrl:D).



Add a new raster layer.
Rename this layer 'inner border'.
Selections -> Load/Save Selection -> Load From Disk -> kia-swirlborder02.
Flood fill with your bright color.
Effects -> 3D Effects -> Inner Bevel -> use the kia-swirlborders preset.
Selections -> Select None (Ctrl:D).
Effects -> 3D Effects -> Drop Shadow -> v=0; H=0; O=75; B=5; color=#000000



Copy and Paste your tube as a new layer.
Rename this layer 'tube'.
Resize your tube if required (Shift:S) -> Resample using 'Smart Size' -> Ensure 'Resize all layers' is UNchecked.
Position your tube as desired -> use my examples as a guide.
Change the Blend Mode of this layer to Luminance (Legacy).
Add a scrap kit ribbon down the right hand side of your tag.



Now is a good time to apply the copyright information, your license number, watermark, etc.
The copy right symbol is created by holding alt and pressing 0169 on the number pad.
I use pixelette set at size 6, stroke and anti alias off.
For the name I used Velvet Script; size 72; Foreground = off; Background = #0D35B9
Then duplicated the layer.
On the original name layer I used Effects -> Plugins -> Xenofex 2 -> Constellation -> It's Full of Stars.
