This was written in psp 8 but should work in any version.
For this part of the tutorial you will need:

Paint Shop Pro

Supplies
created by Kia

unzip 'Kia-Bonbon.zip' and place the 'Kia-Bonbon-Checkerboard.png' into your 'patterns' folder.





There are 3 parts to this tutorial.

Part 1 - Making Your Own Mask
(optional - but this is a good place to start)

Part 2 - Making The Tag
(already have a mask you want to use? jump in here then)

Part 3 - Animation
(optional)

This tutorial assumes you have a working knowledge of your psp program and working with layers.

Remember to save often.

You can use this arrow to help you keep your place =)


Open a new canvas 600 x 500 pixels; 72ppi; transparent background.



Activate your 'preset shape' tool settings as shown.



Draw a rectangle about 2/3 of your canvas
Layers - Convert To Raster Layer
Activate your 'magic wand' tool settings as shown.



Click inside your rectangle.
Selections - Modify - Contract - 2
Flood Background with white.
Selections - Modify - Contract - 5
Flood Background with black.
Selections - Modify - Contract - 2
Flood Background with white.
Selections - Modify - Contract - 5
Flood Background with black.
Selections - Select None (Ctrl:D)



Layers - Merge - Merge Visible.
Duplicate this layer x 2
Rename your layers as 'bottom', 'middle', 'top'.
'X' out 'top'.
Make 'bottom' your active layer.
Image - Rotate - Free Rotate - Right 10
Make 'middle' your active layer.
Image - Rotate - Free Rotate - Left 10
Layers - Merge - Merge Down.
Reduce opacity to 80.



Activate your 'preset shape' tool, settings as before.
Draw out 8 - 12 small rectangles.
Layers - Convert To Raster Layer
Reduce opacity to 80.
Add a drop shadow.
I used: V=-5; H=5; O=50; B=5; color=#000000
Rename 'rectangles'.

Change your 'preset shape' tool to 'circle'.
Change your Background to 'Kia-Bonbon-Checkerboard' size=100% rotation=0
Draw out 15 - 20 small circles.
TIP - Press and hold Shift while you draw for a perfect circle.
Layers - Convert To Raster Layer
Effects - 3D Effects - Drop Shadow settings as before.
Rename 'circles'.

Change the 'line style' on your 'preset shape' tool to 'short dash'.
Set your Foreground to #000000 and your Background to 'off'.
Draw out several overlapping ovals (or draw squiggles with the pen tool if you prefer).
Layers - Convert To Raster Layer.
Duplicate this layer.
With the duplicate layer active
Image - Resize settings as shown.



Reduce opacity 50.
Layers - Merge - Merge Down.
Duplicate this layer and place around your canvas 5 - 8 times.
'X' out 'bottom', 'top', 'rectangles' and 'circles'.
Layers - Merge - Merge Visible.
Rename 'lines'.



un 'X' all layers.
Layers - New Raster Layer - name this layer 'back'.
Flood Background with white.
Layers - Arrange - Send To Bottom.
File - Export - JPEG Optimiser - settings as shown.
